The Minutes of the Meeting held on 25 May 2022 were agreed as a correct record and signed by the Chairman.

The Board discussed the Scrutiny Work Programme for 2022/23 which would be considered by full Council on 14 July 2022.

 

During the discussion, the following main points were made:

 

Overview and Scrutiny Performance Board:

 

·       An update on the Community Speed Watch Scheme would be requested for the 20 October (Annual Crime and Disorder) meeting.

·       The status of the 20 mph Member Advisory Group would be checked and the Board advised accordingly.

·       The Worcestershire Local Enterprise Partnership annual update would be added to the work programme of the Economy Overview and Scrutiny Panel from 2023 onwards.

·       It was estimated that Draft Scrutiny Report: Developer-Funded Highways Infrastructure and Section 278 Technical Approval would be available for November 2022 meeting.

·       It was estimated that Draft Scrutiny Report: Children and Adolescent Mental Health Services (CAMHS) would be available for December 2022 meeting.

·       The Education, Health and Care Plans (EHCPs) Task Group would commence in autumn 2022 as soon as one of the current Task Groups was complete.

·       The levelling up agenda and the impact on Worcestershire (including the Towns funding allocated to Worcester and Redditch) would be moved to the new Economy Overview and Scrutiny Panel (Economy Panel).

·       Consideration would be given to scheduling the Future of Redditch Library at either the Board or the Corporate and Communities Overview and Scrutiny Panel.

·       Royal Mail postal services/post officers would be added to the Economy Panel. 

 

Adult Care and Wellbeing Overview and Scrutiny Panel (Cllr Shirley Webb)

 

It was agreed that the items for this work programme would be scheduled for the remained of the year.

 

Children and Families Overview and Scrutiny Panel (Cllr Steve Mackay)

 

It was agreed that:

·       consideration would be given to scheduling the current organisation of education within the county (2 tier/3 tier) and elective home education.

·       the all Age Disability (0-25) Service which was being scrutinised jointly with the Adult Panel would be led by the Adult Panel when next discussed in January 2023.

 

Corporate and Communities Overview and Scrutiny Panel (Cllr Emma Stokes)

 

The Work Programme was discussed and no amendments were suggested.

 

Economy Overview and Scrutiny Panel

 

The Work Programme was discussed and no further amendments were suggested.

 

Environment Overview and Scrutiny Work Programme (Cllr Alastair Adams)

 

It was agreed that the following issues would be added to the work programme:

 

·       Rainbow crossings

·       Co-operative transport being included as part of the Update on buses, including update on Bus Service Improvement Plan, Community Transport and Demand Responsive Transport (Bromsgrove Pilot).

 

Health Overview and Scrutiny Committee (Cllr Brandon Clayton)

 

The Work Programme was discussed and no further amendments were suggested.

 

The Board agreed subject to the amendments discussed that the 2022/23 Work Programme was approved and would be considered by Council at its meeting on 14 July.
